Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
An eligible Veteran must:
Be at least 35 but not more than 60 years old,
Be unemployed,
Have last been discharged under other than dishonorable conditions,
Not be eligible for any other VA education benefit programs,
Not be in receipt of VA compensation due to unemployability, and
Not be or have been in the last 180 days, enrolled in a Federal or state job training program.
Beneficiary Eligibility
Participants may pursue an approved program of education offered by a community college or technical school that leads to an associate degree or a certificate (or other similar evidence of the completion of the program of education or training) and is designed to provide training for a high-demand occupation.
Credentials/Documentation
Military discharge certificate (DD 214) is sometimes required; enrollment certification by institution offering training is required. This program is excluded from coverage under OMB Circular No. A-87.
What is the process for applying and being award this assistance?
Pre-Application Procedure
Preapplication coordination is not applicable. Environmental impact information is not required for this program. This program is excluded from coverage under E.O. 12372.
Application Procedure
This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. Individuals may apply for assistance under the Veterans Retraining Assistance Program by completing and submitting an electronic application available via VA’s Online Application (VONAPP) website (http://vabenefits.vba.va.gov/).

Awards are authorized at the designated VA Regional Processing Office.

Approval/Disapproval Decision Time
Participants may use benefits during the period beginning July 1, 2012, and ending March 31, 2014. The authority for the program terminates effective March 31, 2014.

What are the requirements after being awarded this opportunity?
Reporting
Retraining assistance will not be paid until VA receives certification of enrollment from the educational institution and monthly verification of such enrollment from the Veteran. Veterans are required to notify the educational institution and VA of any changes to enrollment. Cash reports are not applicable. Progress reports are not applicable. Expenditure reports are not applicable. Performance monitoring is not applicable.
