Statistical, Research, and Methodology Assistance

 

To make awards to, or conclude cooperative agreements with appropriate entities, including any Federal, State, or local governmental unit, or institution of higher education, to aid and promote statistical, research, and methodology activities related to the Census Bureau mission under Title 13 of the United States Code. Awards provided under this notice support the Census Bureau and the Department of Commerce by: (1) developing and analyzing information for program and policy considerations; and, (2) undertaking special research.

Amounts provided by this Act or by any prior appropriations Act that remain available for obligation, for necessary expenses of the programs of the Economics and Statistics Administration of the Department of Commerce, including amounts provided for programs of the Bureau of Economic Analysis and the Bureau of the Census, shall be available for expenses of cooperative agreements with appropriate entities, including any Federal, State, or local governmental unit, or institution of higher education, to aid and promote statistical, research, and methodology activities which further the purposes for which such amounts have been made available.

Activities under this program must relate to the Census Bureau's mission to serve as the leading source of quality data about the nation's people and economy that honors privacy, protects confidentiality, and is guided by scientific objectivity, and research-based innovation.

Eligible respondents include any appropriate entities, including but not restricted to Federal, State, or local governmental unit, or institution of higher education.

Applicants will be required to provide documentation consistent with the authority under which the assistance is being sought. 2 CFR 200, Subpart E - Cost Principles applies to this program.
What is the process for applying and being award this assistance?
Pre-Application Procedure
Preapplication coordination is required. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review. An applicant is notified of funding availability through letter, electronic mail communication, or a Notice of Funding Opportunity Notice (NOFO), and how to apply for the funding through this notification. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

This program is excluded from coverage under 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Award Procedure
Census will make final funding recommendation to the Grants Officer. The Grants Officer will review the recommendation, process the funding request and execute the notice of award. Name checks, verification of academic credentials and pre-award audits may be required of the recipient prior to award. Electronic notification of award will be generated and forwarded to the selected recipient by the Grants Officer.

From 30 to 60 days. To the extent practicable, an applicant will be notified of its application status within 30 to 60 days.

How are proposals selected?
Awards are made based on a panel evaluation of the applications. This evaluation includes such factors as capability and experience of staff assigned to the project, techniques and methodology, resources and costs.
How may assistance be used?
Topics and areas of specific interest to the Census Bureau may be identified in a Notice of Funding Opportunity (NOFO) issued under this program. Proposals outside of a NOFO, or beyond the identified topics and areas of interest in a NOFO, may also be considered. Activities under this program must relate to the Census Bureau’s mission to serve as the leading source of quality data about the nation's people and economy that honors privacy, protects confidentiality, and is guided by scientific objectivity, and research-based innovation.

Records
Grant records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later. Grant records include financial and program/progress reports, support documents, statistical records, and other documents that support the activity and/or expenditure of the recipient or sub-recipient under the award.
