South Carolina SNAP Recipient Trafficking Prosecution Pilot
The purpose of the South Carolina SNAP Recipient Trafficking Prosecution Pilot is to fund an Assistant Attorney General (AAG) in South Carolina to prosecute individuals suspected of Supplemental Nutrition Assistance Program (SNAP) recipient trafficking violations. The goal of the pilot program is to strengthen efforts in South Carolina in regards to trafficking prevention, detection, and prosecution in cases identified for litigation.
The South Carolina SNAP Recipient Trafficking Prosecution Pilot will track the following specific areas:
1) Number of investigations opened.
2) Number of Intentional Program Violations (IPV) that occurred.
3) Violations that occurred.
4) The number of administrative hearings scheduled, sustained, and lost.
5) The number of criminal cases pursued.

This agreement is established between the State of South Carolina and FNS. The State Office of the Attorney General will use funds to improve outcomes for activities devoted to recipient trafficking prosecution.

The submission of a Standard Form 424 (Application for Federal Assistance) and the signing of a Terms and Conditions Agreement with the USDA Food and Nutrition Service are required.

How may assistance be used?
Funds from the South Carolina SNAP Recipient Trafficking Prosecution Pilot are to be used to improve outcomes for State agency activities devoted to recipient trafficking prosecution. Funds from this pilot are for new projects and shall not be used for the ongoing cost of carrying out an existing project. Funds from this pilot will be used to provide the salaries, equipment, supplies, travel, and other cost associated with the hiring and employment of personnel required to implement this pilot effectively and efficiently. The South Carolina SNAP Recipient Trafficking Prosecution Pilot is not intended to fund new improvements to systems, such as fraud detection or eligibility systems, improvements to data management and warehousing, or other large scale system or technology-based projects.
What are the requirements after being awarded this opportunity?
The AAG will submit biweekly status reports to the South Carolina Department of Social Services (DSS). DSS will submit all reports to USDA/FNS quarterly. Cash reports are not applicable. Progress reports are not applicable. Expenditure reports are not applicable. Performance monitoring is not applicable.
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
State agencies must maintain records as necessary to support the use of SNAP Grant funds in accordance with the Grant Agreement. Such records must be retained for a period of 3 years after the date of submission of the final report for the fiscal year to which the records pertain, except that if audit findings have not been resolved, the records shall be retained beyond the 3-year period as long as required for the resolution of the issues raised by the audit.

Length and Time Phasing of Assistance
