OJJDP FY 13 Emergency Planning Demonstration Program

 

In October 2009, the National Commission on Children and Disasters (NCCD) recommended that the Office of Juvenile Justice and Delinquency Prevention (OJJDP) assess the emergency preparedness among state, county, and local juvenile justice systems. In its subsequent assessment, OJJDP found that the plans that it examined predominately focused on basic continuity of operations rather than comprehensive emergency planning, response, and recovery. As a result of this finding, in October 2011, OJJDP developed the guide Emergency Planning for Juvenile Justice Residential Facilities in collaboration with NCCD; multiple federal agencies, including the Federal Emergency Management Agency and the U.S. Departments of Health and Human Services and Education; and state and local juvenile justice and emergency management practitioners. The OJJDP FY 2013 Emergency Planning Demonstration Program provides resources for state agencies to develop comprehensive plans, based on the principles outlined in Emergency Planning for Juvenile Justice Residential Facilities, that address the specific needs of children, youth, and families involved in the justice system, during an emergency. This demonstration effort will support emergency planning among state, local, and tribal juvenile justice residential facilities. This program is authorized by 42 USC § 5631.

Applicant Eligibility
Only the agency that the chief executive (e.g., the governor) of each state designates to receive Title II Formula Grant funds from OJJDP is eligible to apply for this demonstration program. The term “state” means any state of the United States, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Applicants that do not meet this criterion are ineligible to apply under this solicitation.
