GenCyber Grants Program
The GenCyber program was established to focus on the critical need to develop cybersecurity-related STEM awareness and education for K-12 students and teachers across the nation. The goal is to increase the number of students interested in entering the cybersecurity field to meet the increasing demands of the Nation?s cyber workforce. GenCyber is executed through a set of summer camps for students, teachers, or both, with content that focuses on cyber awareness and cyber foundations such as threats, threat actors, sound design and programming practices. The NSA GenCyber grants program seeks to: 1) Increase diversity and interest in cybersecurity and career in the cybersecurity workforce of the Nation. 2) Help all students understand correct and safe on-line behavior. 3) Improve teaching methods for delivering cybersecurity content for K-12 curricula.

Program Accomplishments
Fiscal Year 2016 GenCyber is expanding and anticipates the number of camps to increase. It is anticipated that at least 200 proposals will be received and 60 will be granted.
Fiscal Year 2015 GenCyber Pilot Year - Funding provided helped to support 43 GenCyber Camps via National Science Foundation (NSF) Grants. Additional NSF Funding was required to support the program. Application Procedure
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. OMB Circular No. A-102 applies to this program. An annual request for proposals is issued and posted to the GenCyber webpage (www.gen-cyber.com). Guidelines and requirements for submitting a proposal are outlined on the webpage at the time of the request. Principal investigators submit proposals for the support of conducting a GenCyber program electronically per the guidelines posted via http://gen-cyber.com.
Award Procedure
The reviewing and ranking of the proposals are performed by an evaluation team of Subject Matter Experts with experience in K-12 pedagogy and cybersecurity expertise. The DoD GenCyber Program team will review the recommendations of the evaluation team and determine which submissions will receive support together with the amount of support to be provided. The DoD will award to the offers whose proposals offer the best value in terms of quality of the program, diversity plans, cost per camp, cost per student, curriculum, outreach engagement, and geographic dispersion. Notification will be provided to all institutions that submitted proposal of the final decision regarding their submission. Subsequent to this notification, funds will be provided in a timely manner, contingent upon appropriation and authorization by Congress, the NSA Grants office, for processing of a Grant Award. APPLICANTS SHOULD NOT MAKE ANY EXPENDITURE PRIOR TO RECEIPT OF A GRANT AWARD DOCUMENT FROM THE NSA GRANTS OFFICE.

How are proposals selected?
The DoD GenCyber Program team will review the recommendations of the evaluation team and determine which submissions will receive support together with the amount of support to be provided. The Government will award to the offers whose proposals offer the best value in terms of quality of the program, diversity plans, cost per camp, cost per student, curriculum, outreach engagement, and geographic dispersion. The Government reserves the right to partially fund any successful proposal based upon availability of funds.
How may assistance be used?
Grants funds must be used for allowable costs necessary to conduct a GenCyber program. Funds may not be used for any purposes other than those approved in the grant award documents. Costs associated with the developing and delivery of the GenCyber Program: Payroll, Benefits, Travel, Meals and Lodging, Facilities, Tuition and Fees, Classroom Supplies; Office/Administrative Supplies; Miscellaneous Supplies; Equipment; Third-party Services; Additional Project Expenses; Indirect Costs GenCyber program attendees may not be charged to attend the program. Participation in the GenCyber program is FREE to all participants. Registration fees (even if refunded) may NOT be charged to the participants.

Length and Time Phasing of Assistance
Assistance funds are available for a period of up to 12 months. See the following on how assistance is awarded/released: Funds are released upon receipt of an acceptable invoice by the Finance and Accounting Office, in accordance with OMB Circular No. A-110 and the General Provisions for NSA Grants and Cooperative Agreements attached, which is provided with each awarded grant. No more than 50% of the total award cost can be invoiced at time of award. After initial funds are received, invoicing may be submitted as costs are incurred.
