Women’s Programming in Kabul, Jalalabad, Herat and Mazar-e Sharif
 
  				The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). PAS Kabul invites all eligible organizations to submit a proposal for a Cooperative Agreement to design and implement programs and events aimed at promoting the advancement of women and girls in Afghan society, particularly in regional population centers of Kabul, Jalalabad, Herat and Mazar-e Sharif. The programs will be implemented over the course of one year, in close cooperation with U.S. Embassy Kabul.  Executive Summary  The U.S. Embassy Kabul is looking for a partner to implement high-impact projects in Kabul, Jalalabad, Herat, and Mazar-e Sharif to promote the advancement of women and girls. A competent and reliable partner would have 1) the capacity to design, organize and implement such programs in all four cities, 2) a broad and established network of contacts across Afghan women and civil society organizations, and 3) subject matter expertise of gender issues in Afghanistan.  PAS intends to issue an award for a period of 12 months (base period) with options for two additional 12 month periods (option years one and two). The option years will be exercised at PASâ₏™s discretion.

Who is eligible to apply/benefit from this assistance?
					Applicant Eligibility
					Eligibility is open to all non-profit, non-governmental organizations. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. For profit entitles are not eligible to be the prime recipient of an award under this NOFO. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. Per Section D, applicants must submit proof of their non-profit status with their proposal submission (e.g. proof of 501(c)(3) status, Afghan NGO license). Applications that do not include proof of non-profit status will not be considered. Individuals are not eligible for an award under this NOFO. Please refer to Section D for funding restrictions.
