Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Public agencies including Federal, State, and local agencies and other units of government, nonprofit organizations including groups serving youths, faith and community based organizations, service organizations, institutions of higher education, Indian tribes, and for-profit companies; State and Federal agencies and non-governmental organizations are eligible to compete for Training and Technical Assistance Cooperative Agreements. Funds designated for Training and Technical Assistance are awarded through a competitive process or are awarded to state commissions through a state formula allocation grant process.
Beneficiary Eligibility
States, District of Columbia, Puerto Rico, Tribes, Territories, national nonprofit organizations, Federal agencies, professional corps, and multi-State organizations will benefit.
Various records and forms required for first time applicants, as well as copy of last audit may be requested. First time applicants must certify financial systems. OMB Circular No. A-87 applies to this program.

Cooperative Agreements and grants are awarded by the Corporation for National and Community Service. Pre-award negotiatons are usually held.

Approval/Disapproval Decision Time

The Corporation assesses Training and Technical Assistance proposals for quality, organizational capacity, innovation, cost, and replicability.
How may assistance be used?
Training and Technical Assistance Cooperative Agreements and Program Development Assistance Training Funds for State Commissions or alternative entities are used to provide training and technical assistance services to CNCS grantees in areas that include sustainability, evaluation, member development and management, organization development and program management, supervisory skills training, financial management and human relations training to support and strengthen the infrastructure of CNCS grantees and sub grantees. The services are provided through national, regional and State workshops and conferences, informational materials in print and electronic formats including virtual knowledge management tools and websites, eCourses, webinars, telephone assistance and on-site consultations. Must be consistent with approved purposes.
What are the requirements after being awarded this opportunity?
Program reports must be submitted in accordance with the terms of the cooperative agreement or grant award and as required by law. HHS Payment Management System collects quarterly cash transaction reports on behalf of the Corporation for National & Community Service. Progress reports must be submitted in accordance with the terms of the cooperative agreement or grant award and as required by law. Federal Financial Status Reports are required as specified in the grant award provisions. CNCS utilizes a risk-based monitoring approach to identify risk and develops a monitoring plan based on the risk level of the grantee.
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Audits are performed as required by Law.
Records must be maintained in accordance with the requirements of the Cooperative or Grant Agreement.
