The Emergency Food Assistance Program (TEFAP) Commodity Credit Corporation Eligible Recipient Funds

 

To support the additional food purchases from the Commodity Credit Corporation and to help supplement the diets of low-income persons by making funds available to The Emergency Food Assistance Program (TEFAP) eligible recipient agencies for storage and distribution costs of the Commodity Credit Corporation foods. Eligible recipient agencies are local organizations, such as soup kitchens, food banks, and food pantries, including faith-based organizations, that provide food assistance to needy persons.

Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
State agencies that are designated as distributing agencies by the Governor or other appropriate State executive authority may receive these funds to pass through to local agencies to support the distribution of Commodity Credit Corporation Foods to low-income persons.
Beneficiary Eligibility
Public or private non-profit organizations, such as food banks, food pantries, and soup kitchens, which provide food assistance to low-income persons.
Credentials/Documentation
Local organizations are required to document their use of the operational funds, and only those administrative costs permitted under 2 CFR Part 200 for local governments will be allowed. Local agencies may be required to document their non-profit status. 2 CFR 200, Subpart E - Cost Principles applies to this program.

Award Procedure
Operational funds are allocated among the States on the basis of a formula determined by the Secretary of Agriculture that takes into account the amount of Commodity Credit Corporation food ordered by each State. One hundred percent of these funds must be passed down to eligible recipient agencies.

How may assistance be used?
Funds are provided to State agencies to pass through to local agencies to cover operational costs incurred at the local level in the operation of the program. Funds may only be used for approved operational expenses. States may choose sites that distribute to low-income households and/or congregate sites that provide prepared meals to the needy. Allowable costs include warehousing, food delivery, participant certification, and other administrative costs.
