Award Procedure
					NEA/AC solicits proposals via program announcements posted on www.grants.gov, and www.grantsolutions.gov, and on the websites of NEA/AC, and posts in the region. NEA Syria programming implementers are selected through open competitions, directed, or limited solicitations. Occasionally, NEA/AC will issue sole source awards. NEA/AC also enters into a limited number of Interagency Acquisition Agreements with other U.S.G. Federal agencies. See www.grants.gov for specific announcement.

What are the requirements after being awarded this opportunity?
					Reporting
					Performance Reports: Depending on the size of the awards and length of the project period, as dictated in the official U.S. Department of State Notice Award, performance monitoring may be required either quarterly, semi-annually, or annually. See www.grants.gov for specific announcement. Required quarterly for all awards. At the discretion of the listed Grants Officer.					
Auditing
					In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133 if applicable.					
Records
					Recipients must maintain all grant files for three years after the final report date. Please refer to 2 CFR 200 for specific records retention requirements.

All assistance for Centralized Payments, Cash Management, Financial Reporting, Debt Management, and Audit Assistance is with the Department of Health and Human Services, Division of Payment Management one of the two non-DoD grants payment systems for use by the entire Federal Government.
