THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO FULL ANNOUNCEMENTĂ‚Âż ASSOCIATED WITH THIS NOTICE. This Notice is NOT a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to National Wildlife Refuge Association under authority of CFDA 15.649 Fish and Wildlife Act of 1956 (16 U.S.C. 742a-742j). as amended, and the 1998 National Wildlife Refuge System Volunteer and Community Partnership Act, as amended. The Service proposes to provide financial assistance to the recipient to support public outreach and engagement activities related to refuge boundary expansions and growing public-private partnerships surrounding both White River and Cache River National Wildlife Refuges. Substantial involvement will be collaborating with the Recipient on planning and convening meetings, developing materials, and setting timelines to implement the Scope of Work. The Service will also oversee, review, and approve the Recipient's progress toward completion of its activities, and related financial and obligations specified under the award. Period of performance is from August 15, 2013 to September 30, 2014. A determination by the Government not to compete this proposed assistance based upon Departmental Manual 505DM2, paragraph 2.14 (B) (2) is solely within the discretion of the Government.
