San Joaquin River Restoration ? Floodplain Production Study

The Bureau of Reclamation (Reclamation) intends to issue a grant agreement to California State University, Fresno under the authority of catalog for domestic assistance (CFDA) 15.555, Public Law 111-11, San Joaquin River Restoration Settlement, Title X, Part I; Section 10002, Section 10004(a)(1)(2), (b)(1); Stipulation of Settlement CIV NO. S-88-1658-LKK/GGH (San Joaquin River Restoration Settlement)—Paragraph 11(a)(2), (b)(1); Paragraph 12, and San Joaquin River Restoration Program Record of Decision dated 09/28/2012—Attachment A, p.26. Estimated total amount of agreement is $990,648.00, with Reclamation providing $352,797.00. The purpose of this study is to identify habitat characteristics and floodplain inundation regimes that can best support San Joaquin River Restoration salmonid rearing objectives. The principal objectives of this experiment are to: (1) Identify when and how ephemeral floodplain habitat can be developed and managed to maximize benefits to juvenile Chinook salmon, (2) Define and identify suitable rearing habitat considering connectivity with the channel, seasonal temperature, and inundation, (3) Develop and prioritize cover types as habitat criteria and (4) Evaluate invertebrate or other food production specific to the San Joaquin River to better understand biological processes that will contribute to food supply, ecosystem processes, and incremental contribution of floodplain inundation on downstream spring water temperatures. (Refer to the Notice of Intent to Award Announcement No. R13AS20025 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
