Who is eligible to apply/benefit from this assistance?
Applicants are limited by law to Federally recognized Indian tribes, State housing finance agencies, State community and/or economic development agencies, local rural nonprofits and community development corporations.
Beneficiaries are typically lower-income families and households and businesses that are the result of the applicant's program undertaken to address the problems of concentrated rural housing distress and community poverty.

What is the process for applying and being award this assistance?
Preapplication coordination is required. An environmental impact assessment is required for this program. This program is excluded from coverage under E.O. 12372.
OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. OMB Circular A-102 applies to governmental entities and is codified in HUD's regulations at 24 CFR Part 85. OMB Circular A-110 is applicable to non-profit entities and is codified in HUD's regulations at 24 CFR Part 84.
The Rural Fund program is competitive. HUD posts a Notice of Funding Availability (NOFA) on its website HUD.GOV. Applicants submit applications through Grants.Gov. HUD reviews rates applications against selection criteria. All applications are rank ordered consistent with the NOFA. Awards are made following the completion of the competition.

Approval/Disapproval Decision Time
From 90 to 120 days.
HUD provides non-selected applicants with a written debriefing following the award announcements. HUD will accept requests to fe-review the application if an apparent error was made.

What are the requirements after being awarded this opportunity?
Semi-annual progress reports and reports on accomplishments using the Department's Logic Model. Standard Federal cash reports. HUD Logic Model HUD Form 96010. No expenditure reports are required. No performance monitoring is required.
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
