Randolph-Sheppard – Financial Relief and Restoration Payments

 

To provide financial relief and restoration payments to offset losses to blind vendors that occurred as a result of the global pandemic during calendar year 2020, if those losses were not otherwise compensated, and to support State Business Enterprise Programs by allowing any remaining funds to be used for the purposes set forth in 34 C.F.R. 395.9.

Applicant Eligibility
Pursuant to the statute, each State Licensing Agency will receive an amount based on a formula that is in proportion to the number of blind vendors operating a vending facility in such State as compared to the number of blind vendors operating a vending facility in all the States on September 30, 2019.

Congress made $20,000,000 available to the Secretary to make one-time financial relief and restoration grants to State licensing agencies (SLAs) consistent with the purposes of the Randolph-Sheppard Act (Act), 20 U.S.C § 107 and as authorized under section 10 of such Act (20 U.S.C. § 107f). SLAs must use these grants: to make financial relief and restoration payments to offset losses of blind vendors that occurred during calendar year 2020, if those losses were not otherwise compensated; and use any remaining funds for the set aside purposes authorized by 34 C.F.R. § 395.9.
