Public Housing Capital Fund Competitive (recovery Act Funded)

 

To provide funds for the capital and management activities of Public Housing Agencies as authorized under section 9 of the United States Housing Act of 1937 (42 U.S.C. 1437g) (the â₏˜â₏˜Actâ₏), with the exception that funds cannot be used for operations or rental assistance. The funds shal1 be awarded by competition for priority investments, including investments that leverage private sector funding or financing for renovations and energy conservation retrofit investments.

Applicant Eligibility
Public Housing Agencies that own or operate Low Income Public Housing and are eligible to receive capital funding under Section 9 of the Act.
Beneficiary Eligibility
Low-income public housing residents.
Credentials/Documentation
PHAs shall prioritize capital projects that are already underway or already in their 5-year capital fund plans required by the Housing Act.

What is the process for applying and being award this assistance?
Pre-Application Procedure
PHAs consult with local government officials and PHA residents as they plan for activities to be included in the application for the funds. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

How may assistance be used?
The funds may be used for the development, financing and modernization of public housing developments and for management improvements. Public housing agencies shall give priority consideration to the rehabilitation of vacant rental units. Funds shall be obligated through competitive funding by September 30, 2009. Public housing authorities shall give priority to capital projects that can award contracts based on bids within 120 days from the date the funds are made available to the public housing authorities. Public housing agencies shall prioritize capital projects that are already underway or included in the 5-year capital fund plans required by the Act (42 U.S.C. 1437câ₏“1(a)). Funds provided under this heading shall serve to supplement and not supplant expenditures from other Federal, State, or local sources or funds independently generated by the grantees. The funds may not be used for luxury improvements, direct social services, costs funded by other programs, and ineligible activities as determined by HUD on a case-by-case basis. The funds may not be used for rental assistance activities. These funds may not be transferred to operations or used for operating activities.
