Prevention Public Health Fund 2012: Viral Hepatitis Education

 

Program activities under this funding will allow CDC to partner with organizations to expand and improve efforts to develop and disseminate viral hepatitis training and educational materials targeting the public and private sector health care professionals to build capacity to assess, test and medically manage populations at risk for chronic HBV and HCV infection.

Applicants include State or local governments or their Bona Fide Agents, public and private nonprofit organizations, for profit organizations, small, minority, women-owned businesses, universities, colleges, research institutions, hospitals, community-based organizations, faith based organizations, Federally recognized Indian tribal governments, Indian tribes, and Indian tribal organizations. Successful applicants will receive a Notice of Award (NOA) from the CDC Procurement and Grants Office. The NOA shall be the only binding, authorizing document between the recipient and CDC. The NOA will be signed by an authorized Grants Management Officer and emailed to the program director and a hard copy mailed to the recipient fiscal officer identified in the application. Applications will be reviewed for completeness by the Procurement and Grants Office (PGO) staff and for responsiveness jointly by Division of Viral Hepatitis (DVH), NCHHSTP. Incomplete applications and applications that are non-responsive to the eligibility criteria will not advance through the review process. Applicant will be notified that the application did not meet submission requirements.

CDC will conduct a review to evaluate complete and responsive applications according to the criteria listed in Section V. Application and Submission information, subsection “Evaluation Criteria” within the individual funding opportunity announcement. Funds may be used for costs associated with establishing and maintaining a prevention and control program directed towards prevention of viral hepatitis infections and its manifestations. Recipients may only expend funds for reasonable policies, systems and program purposes including personnel, travel, supplies and services, such as reducing transmission of HBV and HCV, preventing and delaying the progress of chronic infection, as well as education and training of the general public and health care providers. Recipients may not use funds for clinical care. Recipients may not generally use funding for the purchase of furniture or equipment. Any such proposed spending must be identified in the budget. The recipient must perform a substantial role in carrying out project objectives and not merely serve as a conduit for an award to another party or provider who is eligible. Interim and annual reports will be required as outlined in the Funding Opportunity Announcement (FOA). The reporting schedule will be based on the requirements listed in the FOA. In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Records must be available for review or audit by appropriate officials of the Federal agency, pass-through entity, and General Accounting Office (GAO). The grantee is to also ensure that the sub-recipients receiving CDC funds also meet these requirements (if total Federal grant or grants funds received exceed $500,000). The grantee should include this requirement in all sub-recipient contracts. Financial records, supporting documents, statistical records, and all other reports pertinent to the program shall be retained for a minimum of 3 years, or until completion and resolution of any audit in process or pending resolution. In all cases records must be retained until resolution of any audit questions. Property records must be retained in accordance with 45 CFR 92.42. This program has no statutory formula.
