To help metropolitan areas augment their capabilities to respond to a large-scale bioterrorism attack. The primary focus is on developing and testing collaborative arrangements whereby the United States Postal Service (USPS) and local law enforcement agencies, under the direction of the local or State public health authority, would deliver self-administrable medical countermeasures (specifically, antibiotic drugs) to every residence in the at-risk area – potentially the entire community – with the goal of preventing disease and death and thus avoiding a public health catastrophe.

How are proposals selected?
Discretionary awards are subject to objective review. Reviewers will individually evaluate and score applications based upon the review criteria specified in the funding opportunity announcement. Scored applications will be ordinally ranked. The highest ranked applications will receive priority consideration for award within available funding.
How may assistance be used?
Grant funds may be used for Postal Model for Medical Countermeasures Delivery and Distribution related activities only. Grants funds may not be used for construction and/or major rehabilitation of buildings. Grants funds may not be used for basic research (e.g. scientific or medical experiments.). When appropriated and apportioned, all funds available will be used for discretionary grant awards.
What are the requirements after being awarded this opportunity?
Reporting
Grantees are required to submit program reports, also know as Program Progress Reports. Recipients must report cash transaction data via the Payment Management System (PMS) using the cash transaction data elements captured on the Federal Financial Report (FFR), Standard Form (SF) 425. The FFR SF425 cash transaction report is due 30 days after the end of each calendar quarter. Grantees are required to submit Program Progress Reports at the completion of each milestone as well as a final Program Progress Report. ASPR requires financial reporting through the Federal Financial Report (FFR), Standard Form 425. Reports are due semi-annually within 30 days after the first 6 month period and within 90 days of the budget period end date. Performance monitoring of awardees is completed by ASPR program staff.
Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
