Physiological Assessment of Light and Nutrient Interactions in Suisun Bay

The Bureau of Reclamation (Reclamation) intends to issue a grant agreement to University of California, Santa Cruz under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.533, CALFED Bay-Delta Authorization Act, Public Law 108-361, Sections 103(c)(1) and 103(d)(9)(D) AND 15.512, Central Valley Project Improvement Act, Public Law 102-575, Section 3406(b)(1) and 3407(e). Estimated total amount of agreement is $125,035.00 with Reclamation providing $125,035.00 in Fiscal Year 2014. The purpose of this study is to further the understanding of the processes that regulate the primary food supply of the Sacramento-San Joaquin Delta-Suisun Bay ecosystem. Specifically, this study will help determine the physiological basis for reduced growth of phytoplankton in Suisun Bay. The principal objectives of this experiment are to analyze: (1) The low photosynthetic efficiency region identified in the middle of Suisun Bay, (2) Changes in ambient ammonium concentration associated with the low efficiency region, and (3) The effect of effluent from the Sacramento Regional Wastewater Treatment Plant on photosynthetic efficiency. (Refer to the Notice of Intent to Award Announcement No. R14AN20002 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
