Performance Management System Development and Data Collection, Analysis and Reporting for the Community Services Block Grant Program

 

The Office of Community Services (OCS) within the Administration for Children and Families (ACF) will support one three-year cooperative agreement for the Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program - Performance Management System Development and Data Collection, Analysis and Reporting. This three-year funding opportunity will support a process to update Community Services Block Grant (CSBG) performance management systems which will be available to states to meet annual State reporting requirements of the CSBG as outlined in Section 678E(a). As specified in the CSBG Act, all States must participate in a performance management system and to report on performance and also account for expenditure of funds received through CSBG. The CSBG performance management system is currently being reviewed and updated to meet the current and future needs of the CSBG Network. Enhancements and revisions to the Results Oriented Management and Accountability (ROMA) system will require changes to reporting forms, development of Informational Memorandums and training and technical assistance for States and local eligible entities. The grantee under this cooperative agreement will be responsible for developing reporting forms, training and technical assistance information and materials and conducting training for the CSBG Network over the three year period covered by the agreement. This grant will enable the Administration for Children and Families (ACF) Office of Community Services (OCS) to meet its responsibilities to report to Congress on the activities and accomplishments of CSBG as outlined in Section 678E(b) of the CSBG Act. In the three year-period covered by the grant, OCS plans to transition to web-based data collection and reporting systems. The grantee under this cooperative agreement will be responsible for developing a three year plan of transition from current State reporting approaches to an Online Data Collection (OLDC) linked to the ACF GrantSolutions system. It is expected that the grantee will work with States to maintain current reporting approaches during the first year while assisting in clearance of online data elements through the Office of Management and Budget (OMB) .Throughout the three-year period the grantee will continue to provide technical assistance to grantees on the submission and use of data for ROMA and reporting purposes. In addition, the grantee will be expected over the three year period to conduct national aggregation and analysis of data and assist in the development of an annual report to Congress. Over the three year period, it is expected that the grantee will collaborate with OCS in creation of an open website that allows grantees, and the general public access to information regarding CSBG expenditures, activities and results.

As prescribed by Section 678A(c)(2) of the CSBG Act, eligible applicants are CSBG-eligible entities or statewide or local organizations or associations with demonstrated expertise in providing training on methods of effectively addressing the needs of low-income families and communities. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals, foreign entities, and sole proprietorship for-profit organizations are not eligible and will be disqualified from competitive review and from funding under this announcement.
