Notice of Intent-Philippines Labor Law Project


This Notice of Intent (NOI) is not a request for funding applications. Subject to the availability of funds, the U.S. Department of Labor (USDOL), Bureau of International Labor Affairs will award one or more cooperative agreement(s) for technical assistance project(s) to improve monitoring and enforcement of labor laws in the Philippines by the government and by worker organizations. The Office of Procurement Services anticipates publishing the Solicitation for Cooperative Agreement Applications (SCA) on or about June 2014 (this date is subject to change). Please refer to: and for general guidelines and examples of previous cooperative agreement applications. This NOI does not include an SCA or any attachments. It only constitutes a notice of USDOLÂ’s intent to publish an SCA at a later date. Interested applicants are encouraged to monitor for the SCA, as this is the method by which it will be made available to the public. No email or paper copies will be provided.

Applicant Eligibility
Any commercial, international, educational, or non-profit organization, including any faith-based, community-based, or public international organization(s), capable of successfully building the capacity of the government and/or worker organizations to improve compliance with labor laws in the Philippines is eligible to apply. Lack of past experience with USDOL cooperative agreements, grants, or contracts does not bar eligibility.
