Notice of Intent - Off Hours Freight Delivery

 

This Notice of Intent (NOI) is issued so that interested parties are aware of the Federal Highway Administration’s (FHWA) intention to issue a (RFA) in the near term, but is not a request for funding applications. Subject to the availability of funds, the U.S. Department of Transportation (USDOT), (FHWA) will award one or more cooperative agreement(s) for Off Hours Freight Delivery technical assistance project(s) to explore the efficacy of implementing off-hours goods movement and delivery programs in small to medium size urban areas with emerging or growing congestion problems. Working with the Environmental Protection Agency, the pilot shall look at how truck deliveries made outside of peak and rush hours – when there is less traffic on the highways – can save time and money for freight carriers, improve air quality and create more sustainable and livable cities. FHWA expects applicants to collaborate with the European Commission (EC) on similar projects. The Office of Acquisition and Grants Management anticipates publishing the Request for Applications (RFA) on or about October/November 2014. All of the information contained in this notice is subject to change. This NOI does not include an RFA or any attachments. It only constitutes a notice of FHWA’s intent to publish an RFA at a later date. Interested applicants are encouraged to monitor www.grants.gov for the RFA, as this is the method by which it will be made available to the public. No email or paper copies will be provided. This requirement when posted will have a 50/50 cost share requirement. $100,000 (Federal Share) and $100,000 (Cost Share).
