Interoperable Communications and Training Project

 

The Interoperable Communications and Training (ICAT) Project will create a pilot training program tailored to the first responder and emergency management community in the primary areas of public safety project management, emergency communications and interoperability, and broadband technology use. Rapidly develop and deploy a statewide and regional situational awareness capability that will provide federal, state and local decision makers and emergency management officials with near real time information on the status of the Critical Infrastructure and Key Resources (CI/KR).

Fiscal Year 2014: •Project work plan completed
•Contract award made for initial project tasks
•Initial technology integration and testing of PIV-I with VISAC completed.
•Due to delays in contracting with a performer and subsequent changes in State staffing, during FY14 the only due diligence on existing project plan/program. Fiscal Year 2015: Completed to date:
•Requested/received from DHS for extension of grant performance period based on revised project approach
•Performed a review of project and evaluated implementation alternatives;
•developed MOU with new project manager;
•Conducted outreach with local stakeholders; and
Identified process for local data collection and buy-in; identified/mapped key variables.
Work Project for completion during balance of FY15:
•Developing the data model for CIKR data; and

How may assistance be used?
Financial and nonfinancial assistance may be provided for the following: personnel costs, materials and supplies, equipment, travel, publication costs, subcontractor and supporting costs required for technical and other activities necessary to achieve the objective. Restrictions on use of funds will be identified in the funding opportunity announcement and award provisions. DHS grant funds may only be used for the purpose set forth in the cooperative agreement, and must be consistent with the statutory authority for the award. Grant funds may not be used for matching funds for other Federal grants, lobbying, or intervention in Federal regulatory or adjudicatory proceedings. Auditing
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. These audits are due to the cognizant Federal agency, submitted through the Federal Audit Clearinghouse, not later than 9 months after the end of the grantees fiscal year.
Records
Grant records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later. Grant records include financial and program/progress reports, support documents, statistical records, and other documents that support the activity and/or expenditure of the recipient or sub-recipient under the award.
