Award Procedure
Applications will first be reviewed to determine technical eligibility. All technically eligible applications will move forward to the merit review panel. Applications will be reviewed against the same criteria, listed above. Applications will be scored based on the strengths and weaknesses of the aforementioned categories and for consistency with the program goals and key areas of interest as contained in this NOFO. The Merit Review Panel may provide conditions and recommendations on applications to enhance the proposed project, which must be addressed by the applicant before further consideration of the award. To ensure effective use of US Government funds, conditions or recommendations may include requests to increase, decrease, clarify, and/or justify costs and project activities
