What is the process for applying and being award this assistance?
					Pre-Application Procedure
					This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs."  An applicant should consult the office or the official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review. 					
Application Procedure
					To participate, an organization must have on file with the Secretary of Education, by the designated deadline, an application that complies with the statutory requirements.  Contact the program office for specific application information. 					
Award Procedure
					Applications are approved for awards by the Director, Office of English Language Acquisition, Language Enhancement, and Academic Achievement based on an administrative review of the applications.

How may assistance be used?
					Incentive payments to public elementary schools that have a program designed for students to gain a communicative competency in a foreign language.  Programs will be considered as designed to lead to communicative competency in a foreign language if such program is comparable to a program that provides not less than 45 minutes of instruction in a foreign language for not fewer than 4 days per week throughout an academic year. 					
What are the requirements after being awarded this opportunity?
					Reporting
					Financial status and performance reports, as required by EDGAR, 34 CFR 75.720.  Specific reporting requirements are contained in the grant documents. 					
Auditing
					In accordance with the provisions of OMB Circular No. A- 128, "Audits of State and Local Governments." State and local governments that receive financial assistance of $100,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $100,000 within the State's fiscal year shall have an audit made in accordance with Circular No. A-128, or in accordance with Federal laws and regulations governing the programs in which they participate.

					Grantees are required to maintain appropriate records related to grant funds, as required by EDGAR.

					Funding will be based on a formula basis of the number of students in a participating program to the overall total of all students in all participating programs.
