Community Economic Development Healthy Food Financing Initiative Projects
 
  				Through the Community Economic Development program and within the framework of the Healthy Food Financing Initiative (CED-HFFI),  the Office of Community Services (OCS) seeks to fund projects that will implement innovative strategies for eliminating food deserts while achieving sustainable employment and business opportunities for recipients of Temporary Assistance for Needy Families (TANF) and other low-income individuals whose income level does not exceed 125 percent of the Federal poverty level (http://aspe.hhs.gov/poverty). Applicants must be qualified Community Development Corporation (CDC).  To be qualified as a CDC, an applicant must meet three conditions. First, it must be a 501(c)(3) or non-501(c)(3) non-profit organization. Second, it must have articles of incorporation, bylaws, or other official documents demonstrating that the CDC has as a principal purpose planning, developing, or managing low-income housing or community development activities. Finally, the Board of Directors must have representation from community residents, business leaders, and civic leaders.  Please note that the CDC designation does not need to be specified on any official documents as long as the three requirements stated earlier are met.  Community or faith-based organizations that meet these same requirements are also eligible and encouraged to apply. NOTE: Applicants receiving an award under this CED Funding Opportunity Announcement will not receive an award under the CED-HFFI Funding Opportunity Announcement (Funding Opportunity Number (FON) HHS-2013-ACF-OCS-EE-0584) in FY 2013.

Who is eligible to apply/benefit from this assistance?
					Applicant Eligibility
					As outlined in Section 680(a)(2) of the Community Services Block Grant (CSBG) Act of 1981, as amended by the Community Opportunities, Accountability, and Training and Educational Services Act of 1998 (Pub. L. 105-285), to be eligible for the CED-HFFI program, an applicant must meet three conditions:  Applicant must be a private, non-profit CDC with 501(c)(3) or non-501(c)(3) status; Applicant must have articles of incorporation, bylaws, or other official documents demonstrating that the CDC has as a principal purpose the planning, developing, or managing of low-income housing or community economic development activities; and The Board of Directors must have representation from each of the following: community residents, business leaders, and civic leaders.   NOTE: The CDC designation does not need to be specified on any official documents as long as the three requirements stated earlier in this section are met. Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
