Child Care Disaster Relief
Disaster relief funds will be awarded to State, Territory, and Tribal Lead Agencies for child care expenses directly related to Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, wildfires and earthquakes that occurred in calendar year 2018, and tornadoes and floods occurring in calendar year 2019. Federal interest provisions will not apply to the renovation or rebuilding of privately-owned family child care homes. Funds are not available for costs that are reimbursed by the Federal Emergency Management Agency, or under a contract for insurance, or by self- insurance. Provisions related to the CCDF allocation formula will not apply to the use of these funds.

State, Territory, and Tribal Lead Agencies administering CCDF programs
Beneficiary Eligibility
If funds are used for child care subsidies, eligible beneficiaries are children under age 13 (or, at the option of the grantee, up to age 19, if physically or mentally incapable of self-care or under court supervision), who (1) reside with a family whose income does not exceed 85% of State median income for a family of the same size, and (2) who reside with a parent (or parents who is working or attending job training or education, or who are in need of, or are receiving protective services.
Credentials/Documentation
State, Territory, and Tribal CCDF Lead Agencies will be required to attest (at time of plan amendment) that funds requested will not be used for costs that are reimbursed by FEMA, under a contract for insurance, or by self-insurance. Terms and Conditions of the award will stipulate that the grantee must reimburse HHS for any costs that are subsequently covered by FEMA, under a contract for insurance, or by self-insurance.
What is the process for applying and being award this assistance?
Pre-Application Procedure
Preapplication coordination is required. An environmental impact assessment is required for this listing. Each Grantee must designate a Lead Agency to which grants are awarded and that is accountable for the use of the Funds provided, the duties of which shall include developing a CCDF plan.
Application Procedure
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. ACF will release specific instructions to eligible Lead Agencies interested in applying for these funds.
Award Procedure
The Administration for Children and Families will review the CCDF plan amendments for approval and will act on the plans within 90 days.

Lead Agencies administering Child Care and Development Fund programs must use the funds for child care expenses directly related to Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, wildfires and earthquakes that occurred in calendar year 2018, and tornadoes and floods occurring in calendar year 2019. Lead Agencies funding requests will likely fall into the following areas: (1) renovating, repairing, or rebuilding of child care facilities; (2) materials, supplies, furnishings, vehicles, and equipment; (3) mental health consultation; (4) quality improvement activities; and (5) direct services. Federal interest provisions will not apply to the renovation or rebuilding of privately-owned family child care homes. ACF shall not retain Federal interest after a period of 10 years in any facility renovated, repaired, or rebuilt with these funds.

Records
Lead Agencies and subgrantees must retain all CCDF records for three years from the day the Lead Agency or subgrantee submits the Financial Reports as required by the regulations at 45 CFR 98.90. The State, Tribe, and Territory must retain all records pertinent to the construction or renovation of a facility for a period equal to the period of the grantee's use of the facility plus three years, or for three years after the State, Tribe, and Territory makes final payment and all pending matters (including any ongoing audits, claims, or litigation) are completed or closed, whichever is later.

Length and Time Phasing of Assistance
Grant awards are made to Lead Agencies with approved CCDF plans. Grantees must obligate all Discretionary Funds in the fiscal year in which they are granted or in the succeeding fiscal year. Those funds must be liquidated no later the end of the third fiscal year. Funds are available for obligation through September 2021. Method of awarding/releasing assistance: Quarterly.

Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170 and 5191).
