The governing bodies of Indian tribes or consortia of those governing bodies located on or near Federal and State reservations that have a grant from the Department of Education under the American Indian Vocational Rehabilitation Services Program.

Costs will be determined in accordance with OMB Circular No. A-21 for educational institutions. Costs will be determined in accordance with OMB Circular A-122 for non-profit organizations. OMB Circular No. A-87 applies to this program.

Pre-Application Procedure

This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." The Education Department General Administrative Regulations at 34 CFR Parts 74, 75 and 80, if a state agency receives the award, apply to this program. Applications should be submitted to the Department e-Grants Website or to the Department of Education, Application Control Center, 400 Maryland Ave. S.W., Washington, DC 20202-4725, according to instructions specified in the Notice Inviting Applications published in the Federal Register. What are the requirements after being awarded this opportunity?
Reporting
No program reports are required. No cash reports are required. Progress reports are not applicable. Grantees will report on how funds under this program are spent and the results of those expenditures. Because grantees will be receiving ARRA funds, they will be required to report at the end of each quarter on the amount of grant funds obligated and expended; all activities for which those funds were obligated and expended; the completion status of those activities; the estimated number of jobs created or retained by the project and those activities; and detailed information on any contracts awarded with grant funds. Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
