Cancer Prevention and Control Programs for State, Territorial and Tribal Organizations

 

The purpose of this FOA is to transition this highly-functional public health infrastructure for cancer prevention and control into new roles and functions to anticipate the nation?s needs over the next decade. The goals are to (1) seek efficiencies across the management and operations of cancer prevention and control programs, (2) focus on high-burden cancers with evidence-based, scalable interventions that already exist and can be broadly implemented, (3) develop organized screening programs that are more effective and efficient than current opportunistic approaches, and (4) maintain high-quality cancer registries and expand their application in prevention and screening.

Pre-Application Procedure
Preapplication coordination is required. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review. n/a
Application Procedure
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. Applications must be submitted electronically at www.Grants.gov. Electronic applications will be considered as having met the deadline if the application has been successfully made available to CDC for processing from Grants.gov on the deadline date. The application package can be downloaded from www.Grants.gov. Applicants can complete the application package off-line, and then upload and submit the application via the Grants.gov Web site. The applicant must submit all application attachments using a PDF file format when submitting via Grants.gov. Directions for creating PDF files can be found on the Grants.gov Web site. Use of file formats other than PDF may result in the file being unreadable by staff.
Award Procedure
All eligible applications will be initially reviewed for completeness by the Procurement and Grants Office (PGO) staff. In addition, eligible applications will be jointly reviewed for responsiveness by NCCDPHP and PGO. Incomplete applications and applications that are non-responsive to the eligibility criteria will not advance through the review process. Applicants will be notified that the application did not meet eligibility and/or published submission requirements.

Renewals
From 90 to 120 days. The carryover request must: o Express a bona fide need for permission to use an unobligated balance; o Include a signed, dated, and accurate Federal Financial Report (FFR) for the budget period from which funds will be transferred (as much as 75% of unobligated balances); and o Include a list of proposed activities, an itemized budget, and a narrative justification for those activities.
How are proposals selected?
All applications will be reviewed initially for completeness by CDC PGO staff and will be reviewed jointly for eligibility by the CDC's National Center for Chronic Disease Prevention and Health Promotion/Division of Cancer Prevention and Control and PGO. Incomplete applications and applications that do not meet the eligibility criteria will not advance to Phase II review. Applicants will be notified that their applications did not meet eligibility or published submission requirements. A review panel will evaluate complete, eligible applications in accordance with the criteria below. Not more than thirty days after the Phase II review is completed, applicants will be notified electronically if their application does not meet eligibility or published submission requirements.
How may assistance be used?
APPLICANT WILL ADHERE TO ALL CDC GUIDELINES REGARDING ALLOWABLE AND UNALLOWABLE EXPENSES. RESTRICTIONS THAT MUST BE CONSIDERED WHILE IN PLANNNING THE PROGRAMS AND WRITING THE BUDGET ARE: AWARDESS MAY NOT USE FUNDS FOR RESEARCH. AWARDEESS MAY USE FUNDS FOR REASONABLE PROGRAM PURPOSES, INCLUDING PERSONNEL, TRAVEL, SUPPLIES, AND SERVICES.
