Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
An applicant must be a "covered partnership," which means partnership between-- (A) a State or U.S. Territory, or one or more political subdivisions of a State or U.S. Territory; and (B) a provider of fixed broadband service. The partnership does not need to be documented in a formal legal agreement at the time of application submission but can be expressed in the application as a general intent to cooperate in implementing the covered broadband project proposed for an award.

General public and businesses will benefit from this assistance which supports broadband infrastructure deployment to areas lacking adequate broadband service, especially rural areas.

Pre-Application Procedure
Preapplication coordination is required. An environmental impact assessment is required for this listing. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

What are the requirements after being awarded this opportunity?
Reporting
Performance Reports: Each award recipient will be required to submit a technical progress report on a semi-annual basis for the periods ending March 31 and September 30 of each year. Technical progress reports shall contain information as prescribed in 2 C.F.R. § 200.329 and Department of Commerce Financial Assistance Standard Terms and Conditions dated November 12, 2020 Section A.01.
Auditing
2 CFR Part 200 Subpart F, adopted by the Department of Commerce through 2 CFR ? 1327.101 requires any non-federal entity (e.g., non-profit institutions of higher education and other non-profit organizations) that expends federal awards of $750,000 or more in the recipient's fiscal year to conduct a single or program-specific audit in accordance with the requirements set out in the Subpart. Applicants are reminded that NTIA, the Department of Commerce Office of Inspector General, or another authorized federal agency may conduct an audit of an award at any time.

Length and Time Phasing of Assistance
One year; however, the NTIA Administrator may extend the period if the covered partnership certifies that— (i) the covered partnership has a plan for use of the grant funds; (ii) the construction project is underway; or (iii) extenuating circumstances require an extension of time to allow the project to be completed. Method of awarding/releasing assistance: Lump.
