The Bureau of Land Management has the need for developing and validating monitoring protocols that contribute to adaptive management of natural and cultural resources in arid ecosystems. To meet data quality standards statistical robustness and legal requirements the design of monitoring protocols requires careful consideration of efficient sampling methods desired confidence in the data and cost.
