Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Institutions of higher education (IHEs) (as defined under section 101(a) of the Higher Education Act of 1965, as amended) that receive a grant on behalf of a department of science, technology, engineering, mathematics, or a critical foreign language, or on behalf of a department or school that offers a competency-based degree program (in science, technology, engineering, mathematics, or a critical foreign language) that includes teacher certification.
Beneficiary Eligibility
Undergraduate students pursuing a baccalaureate degree in science, technology, engineering, mathematics, or critical foreign language, with concurrent teacher certification (TCT-B).;

Teachers in high-need schools pursuing a 2- or 3-year part-time masterâ₏™s degree program in science, technology, engineering, mathematics, or critical foreign language education (TCT-M); and

Professionals in science, technology, engineering, mathematics, or critical foreign language pursuing a masterâ₏™s degree in teaching that results in teacher certification (TCT-M).
Credentials/Documentation
Potential grantees must electronically submit an application responding to the selection criteria for the program adhering to specific formatting requirements. Applicants must describe in detail how the grant will be administered as well as how the grant activities will produce highly qualified teachers in the specified content areas. This program is excluded from coverage under OMB Circular No. A-87. However, OMB Circular A-21 and A-110 apply to the TCT-B and TCT-M programs. This program is excluded from coverage under OMB Circular No. A-87.
What is the process for applying and being award this assistance?
Pre-Application Procedure
Preapplication coordination is required. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure
This program is excluded from coverage under OMB Circular No. A-102. OMB Circular No. A-110 applies to this program. Each institution must submit an application covering up to five years of program implementation. In any fiscal year in which funds are available for new awards, the Department of Education publishes a notice in the Federal Register inviting applications and establishing a deadline date. An application package is available from the Office of Higher Education Programs. Copies are available on the TCT web page and will also be mailed upon request.
Award Procedure
Applications are reviewed for quality and compliance with statutory and regulatory requirements. Awards will be made in rank order to those institutions scored highest by a panel(s) of peer reviewers (composed of representatives from public and private higher education, and State, and local education agencies having expertise in elementary, secondary, and higher education).

How are proposals selected?
TCT-B grants: The Secretary evaluates an application on the basis of the criteria drawn from Section 6113 of the authorizing statute and from the broad criteria in 34 CFR Part 75, sections 75.209(a) and 75.210 of the Education Department General Administrative Regulations (EDGAR).

TCT-M grants: The Secretary evaluates an application on the basis of the criteria drawn from Section 6114 of the authorizing statute and from the broad criteria in 34 CFR Part 75, sections 75.209(a) and 75.210 of the Education Department General Administrative Regulations (EDGAR).
How may assistance be used?
To plan, develop, and carry out allowable activities that will increase the number of teachers receiving baccalaureate or master's degrees and being certified in the areas of science, technology, engineering, mathematics and critical foreign languages.

TCT-B Authorized Activities addressed in Sec. 6113(d) of Public Law 110-69 state (1) IN GENERAL.- Each eligible recipient receiving a grant under this section shall use the grant funds to enable a partnership to develop and implement a program to provide courses of study in science, technology, engineering, mathematics, or a critical foreign language thatâ₏”
(A) are integrated with teacher education programs that promote effective teaching skills; and
(B) lead to a baccalaureate degree in science, technology, engineering, mathematics, or a critical foreign language with concurrent teacher certification.
(2) PROGRAM REQUIREMENTS.â₏”The program shallâ₏”
(A) provide high-quality research, laboratory, or internship experiences for program participants;
(B) provide student teaching or other clinical classroom experiences thatâ₏”
(i) are integrated with coursework; and
(ii) lead to the participantsâ₏™ ability to demonstrate effective teaching skills;
(C) if implementing a program in which program participants are prepared to teach science, technology, engineering, mathematics, or critical foreign language
courses, include strategies for improving student literacy;
(D) encourage the participation of individuals who are members of groups that are underrepresented in the teaching of science, technology, engineering, mathematics,
or critical foreign languages;
(E) encourage participants to teach in schools determined by the partnership to be most in need, and actively assist the participants in finding employment in such schools;
(F) offer training in the use of and integration of educational technology;
(G) collect data regarding and evaluate, using measurable objectives and benchmarks, the extent to which the program succeeded inâ₏”
(i) increasing the percentage of highly qualified mathematics, science, or critical foreign language teachers, including increasing the percentage of such teachers teaching in those schools determined by the partnership to be most in need;
(ii) improving student academic achievement in mathematics, science, and where applicable, technology and engineering;
(iii) increasing the number of students in secondary schools enrolled in upper level mathematics, science, and, where available, technology and engineering courses; and
(iv) increasing the numbers of elementary school and secondary school students enrolled in and continuing in critical foreign language courses;
(H) collect data on the employment placement and retention of all graduates of the program, including information on how many graduates are teaching and in what kinds of schools;
(I) provide ongoing activities and services to graduates of the program who teach elementary school or secondary school, byâ₏”
(i) keeping the graduates informed of the latest developments in their respective academic fields; and
(ii) supporting the graduates of the program who are employed in schools in the local educational agency participating in the partnership during the initial years of teaching throughâ₏”
(I) induction programs;
(II) promotion of effective teaching skills; and
(III) providing opportunities for regular professional development; and
(J) develop recommendations to improve the school, department, or program of education participating in the partnership.


TCT-M Authorized Activities addressed in Sec. 6114(c) of Public Law 110-69 state each eligible recipient receiving a grant under this section shall use the grant funds to develop and implement a 2- or 3-year part-time masterâ₏™s degree program in science, technology, engineering, mathematics, or critical foreign language education for teachers in order to enhance the teachersâ₏™ content knowledge and teaching skills, or programs for professionals in science, technology, engineering, mathematics, or a critical foreign language that lead to a 1-year masterâ₏™s degree in teaching that results in teacher certification. The program shallâ₏”
(1) promote effective teaching skills so that program participants become more effective science, technology, engineering, mathematics, or critical foreign language teachers;
(2) prepare teachers to assume leadership roles in their schools by participating in activities such as teacher mentoring, development of curricula that integrate state of the art applications of science, technology, engineering, mathematics, or critical
foreign language into the classroom, working with school administrators in establishing in-service professional development of teachers, and assisting in evaluating data and assessments to improve student academic achievement;
(3) use high-quality research, laboratory, or internship experiences for program participants that are integrated with coursework;
(4) provide student teaching or clinical classroom experience;
(5) if implementing a program in which participants are prepared to teach science, technology, engineering, mathematics, or critical foreign language courses, provide strategies for improving student literacy;
(6) align the content knowledge in the masterâ₏™s degree program with challenging student academic achievement standards and challenging academic content standards established
by the State in which the program is conducted;
(7) encourage the participation ofâ₏”
(A) individuals who are members of groups that are underrepresented in the teaching of science, technology, engineering, mathematics, or critical foreign languages;
(B) members of the Armed Forces who are transitioning to civilian life; and
(C) teachers teaching in schools determined by the partnership to be most in need;
(8) offer tuition assistance, based on need, as appropriate;
(9) create opportunities for enhanced and ongoing professional development for teachers that improves the science, technology, engineering, mathematics, and critical foreign language content knowledge and teaching skills of such teachers; and
(10) evaluate and report on the impact of the program.
What are the requirements after being awarded this opportunity?
Reporting
Grantees are required to submit an annual performance report on or about May 15 of each fiscal year so that the Department may determine whether substantial progress was made and a continuation award is merited. A final report is required upon termination of funding. Cash reports are not applicable. Progress reports are not applicable. Expenditure reports are applicable, since the TCT grantees report annually on their line-item expenditures for a year relative to the proposed budgets. The annual expenditures and budgets are required to be reported as part of the submittal of form ED 524B. TCT staff also monitor grants drawdowns using the Department financial reports, Grants Administration and Payment System (GAPS), and G5 system. As stated in Public Law 110-69, Title VI, Subtitle A, PART I, Sec. 6113(e) Annual Report (for TCT-B grantees) and Sec. 6114(d) EVALUATION and REPORT (for TCT-M grantees), because of the annual reporting (to the Dept. of Education) reporting requirements, performance monitoring is thereby applicable to both the TCT Baccalaureate (TCT-B) and Masterâ₏™s (TCT-M) Degrees programs. Grantees must submit annual reports on specific performance measures, and report actual outcomes relative to pre-established targets on the given measures. These reports are reviewed by the TCT program office to determine if grantees have achieved their expected outcomes, and are progressing sufficiently with their funded grant to merit continuation of Federal funds.
Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Grantees are subject to audit requirements as described in 34 CFR 74.26.
Records
Grantees must maintain appropriate records pertaining to grant funds, compliance and project performance, for three years after the completion of activities for which the grant or subgrant funds were used. This documentation should be sufficient to establish fiscal accountability and facilitate an effective audit.
