Affordable Care Act (aca) State Health Care Workforce Development Grants

 

The primary focus of this program is to address health workforce shortages within each state and nationally. Of secondary importance but essential in order to develop viable statewide plans and identify key shortage areas, is the need to support the development of uniform data collection across states on licensed health professionals. This uniform data collection will be used to develop baseline numbers on the current supply of the health care workforce in order to evaluate the impact and success of this program. Efforts to develop and implement state health care workforce plans across state and federal organizations (including the Departments of Health and Human Services, Labor, and Education) should result in increases in the number of health care providers available to address the nation’s health care needs.

Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Planning Grant Eligibility - To be eligible to receive a planning grant, a state must have an eligible partnership. An eligible partnership is a state Workforce Investment Board, that includes or modifies the members to include at least one representative from each of the following: health care employer, labor organization, a public 2-year institution of higher education, a public 4-year institution of higher education, the recognized state federation of labor, the state public secondary education agency, the state P–16 or P–20 Council (statewide assemblies of education, business, and community leaders charged with developing strategies to better coordinate, integrate, and improve education for preschool through college students), if such a council exists, and a philanthropic organization that is actively engaged in providing learning, mentoring, and work opportunities to recruit, educate, and train individuals for, and retain individuals in, careers in health care and related industries.

Implementation Grants Eligibility.—To be eligible for an implementation grant, a state partnership (including the members stated above) shall have—(1) received a planning grant as specified under subsection (c) of Section 5102, P.L. 111-148 and completed all requirements of such grant; or (2) completed a satisfactory application, including a plan to coordinate with required partners and complete the required activities during the two year period of the implementation grant. Federally Recognized Indian Tribal Government and Native American Organizations may apply if they are otherwise eligible.
Beneficiary Eligibility
Those who will ultimately benefit from these grants are the local, rural, state, and federal legislators and policy makers who will receive the information needed with which to make health workforce decisions.

Award Procedure
All qualified applications will be forwarded to an objective review committee. Based on the advice of the objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions.
Notification is made in writing (electronic) by a Notice of Award.

How are proposals selected?
Approval of an application will be based on an analysis of the factors set forth in the application. See the section on Application Review in the funding opportunity announcement.
How may assistance be used?
Funds may only be used for the purposes of enabling (1) state partnerships to complete comprehensive health care workforce development planning and (2) to implement those plans or carry out activities as defined by the state application in order to address current and projected workforce demands within the state. Applicants may not receive both a planning and an implementation award. Funds will be competitively awarded in the form of discretionary grants.
What are the requirements after being awarded this opportunity?
Reporting
The awardee will be required to submit performance and progress reports as well as status-federal financial reports (see the program announcement and notice of award for details for each required report). The awardee must submit a quarterly electronic Federal Financial Report (FFR) Cash Transaction Report via the Payment Management System within 30 days of the end of each calendar quarter. A Federal Financial Report (SF-425) according to the following schedule: http://www.hrsa.gov/grants/manage/technicalassistance/federalfinancialreport/ffrschedule.pdf. A final report is due within 90 days after the project period ends. If applicable, the awardee must submit a Tangible Personal Property Report (SF-428) and any related forms within 90 days after the project period ends. New awards (“Type 1”) issued under this funding opportunity announcement are subject to the reporting requirements of the Federal Funding Accountability and Transparency Act (FFATA) of 2006 (Pub. L. 109–282), as amended by section 6202 of Public Law 110–252, and implemented by 2 CFR Part 170. Grant and cooperative agreement recipients must report information for each first-tier subaward of $25,000 or more in federal funds and executive total compensation for the recipient’s and subrecipient’s five most highly compensated executives as outlined in Appendix A to 2 CFR Part 170 (FFATA details are available online at http://www.hrsa.gov/grants/ffata.html). Competing continuation awardees, etc. may be subject to this requirement and will be so notified in the Notice of Award. Cash reports are not applicable. Progress reports are not applicable. Expenditure reports are not applicable. Performance monitoring is not applicable.
Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records
Grantees are required to maintain grant accounting records 3 years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.

Formula and Matching Requirements
This program has no statutory formula.
Matching Requirements: Planning Grants Match -- Each State partnership receiving a planning grant shall provide an amount, in cash or in kind, that is not less that 15 percent of the amount of the grant, to carry out the activities supported by the grant. The matching requirement may be provided from funds available under other federal, state, local or private sources to carry out the activities.

Implementation Grants Match Each State partnership receiving an implementation grant shall provide an amount, in cash or in kind that is not less than 25 percent of the amount of the grant, to carry out the activities supported by the grant. The matching funds may be provided from funds available from other federal, state, local, or private sources to carry out such activities.
This program does not have MOE requirements.
Length and Time Phasing of Assistance
Planning grants will be awarded for a period of one year. Implementation grants will be awarded for a period of two years, except in those cases where the Health Resources and Services Administration (HRSA) determines that the grantee is high performing and the activities supported by the grant warrant up to one additional year of funding. See the following for information on how assistance is awarded/released: Grantees draw down funds, as necessary, from the Payment Management System (PMS). PMS is the centralized web based payment system for HHS awards.
