To provide services to assist in reintegrating eligible veterans into meaningful employment within the labor force; and to stimulate the development of effective service delivery systems that will address the complex problems facing eligible veterans.

Applicant Eligibility
State and Local Workforce Investment Boards, State and State Agencies, local public agencies, private non-profit organizations and community-based organizations (including faith-based and community organizations) were eligible to compete for these grant funds.
Beneficiary Eligibility
Service-connected disabled veterans, veterans who have significant barriers to employment, veterans who served on active duty in the armed forces during a war or in a campaign or expedition for which a campaign badge has been authorized, and veterans who are recently separated from military service (48 months from separation).

Pre-Application Procedure
Preapplication coordination is required. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

The Office of the Assistant Secretary for Veterans' Employment and Training in conjunction with the Grant Officer/Office of the Assistant Secretary for Administration and Management was responsible for all funding decisions regarding this competitive grant program.

How may assistance be used?
Programs supported with these funds include: 1) Activities to enhance services provided to eligible veterans by other providers of employment and training services funded by Federal, State, local or tribal governments; 2) Activities to provide innovative employment and training services and projects to eligible veterans not currently provided by other public employment and training service providers; and 3) Outreach and public information activities to develop and promote maximum job and training or retraining opportunities for eligible veterans.
What are the requirements after being awarded this opportunity?
Reporting
Progress reports submitted by grantees on a quarterly basis which include comparisons between planned and actual results under a wide variety of performance measures and budgetary goals. Program narratives present highlighted case studies and success stories as well as identified areas in need of improvement. HHS 272. Performance monitoring was conducted through quarterly desk audits and at least one on-site visit was conducted by the Grant Officer Technical Representative (GOTR). Federal Financial Report (SF 425) through the Department's E-Grants system. Performance monitoring is not applicable.
