Objectives

To enhance local governments' ability to prepare for and respond to threat or incidents of terrorism.

 

Types of Assistance

Project Grants (Discretionary).

 

Uses and Use Restrictions

Funds provided under this grant are designed to address the unique needs of large urban areas. Funds can be used for equipment, training, exercises and planning. No more than 3% of the grant award may be used for planning purposes. Cities must submit a valid jurisdictional assessment to ODP, as well as apply online using GMS.

Applicant Eligibility

Selected cities will be chosen by the Secretary of the Department of Homeland Security, based on current funding and a formula that combines population, population density, critical infrastructure and threat/vulnerability assessment. Selected cities will be notified of their eligibility to apply for this grant.

Credentials/Documentation

To apply for grant funds, the applicant must submit: 1) online application for funding under the FY 2003 Urban Areas Security Initiative, and 2) most recent jurisdictional assessment, which includes threats, vulnerabilities, needs and capabilities and has been coordinated with the jurisdiction's contiguous mutual aid partners.

 

Application and Award Process

Preapplication Coordination

This program is eligible for coverage under E.O. 12372 "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in their State for more information on the process the State requires for coordination of Federal assistance.

Application Procedure

Applications must be submitted online using the OJP Grants Management System and must contain the information and meet the requirements outlined in the Application Kit.

Award Procedure

Applicants will be notified by ODP in writing if they have received funding.

Deadlines

Application deadlines will be included in the Application Kit that will be distributed directly to eligible local agencies.

Assistance Considerations

Formula and Matching Requirements

The funds are distributed according to a formula which uses a combination of current threat estimates, critical assets within the urban area, population and population density. The formula is a weighted linear combination of each factor, the result of which is ranked and used to calculate the proportional allocation of resources. There is no match requirement for this program.

Length and Time Phasing of Assistance

Grantees have 24 months to expend the funds.

 

Post Assistance Requirements

Reports

Recipients of funding are required to submit an initial quarterly progress report for the full first calendar quarter, followed by semi-annual progress reports for the remainder of the grant period. A final report is due 90 days after the end date of the grant. Required financial status reports (SF 269A) are due quarterly on the 45th day following the end of each calendar quarter. A report must be submitted for every quarter the grant is active. The Office of the Comptroller will provide a copy of the financial and progress report forms in the initial award package.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of State, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $300,000 or more a year in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. These audits are due to the cognizant Federal agency not later than 9 months after the end of the grantee's fiscal year.
