Objectives

To enhance the capacity of State and local first responders to respond to a Weapons of Mass Destruction (WMD) terrorism incident involving chemical, biological, nuclear, radiological, incendiary, and explosive devices. The program goals are to enhance the ability of State and local jurisdictions to develop, plan and implement a program for WMD preparedness and to sustain and maintain specialized equipment.

Project Grants (Cooperative Agreements or Contracts).

 

Uses and Use Restrictions

Recipients will provide assistance, in response to task orders issued by ODP, to States and local units of government in developing, planning, and implementing a program for WMD preparedness.

 

Eligibility Requirements

Applicant Eligibility

Applicants may be public or private organizations with the expertise and experience to provide a specialized service or a full range of assistance to enhance the capacity of state and local emergency response agencies to respond to a WMD terrorism incident.

Beneficiary Eligibility

State and local units of government.

Credentials/Documentation

The applicant must complete a proposal in accordance with the grant or contract requirements defined by ODP.

 

Application and Award Process

Preapplication Coordination

This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Applications/proposals must be submitted in the form and format defined by ODP.

Applicants will be notified in writing if they have received funding.

Post Assistance Requirements

Reports

Recipients of funding are required to submit regular progress and financial reports as defined by ODP. Recipients may also be required to provide work plans and reports for each technical assistance project, as defined by ODP.

Audits

In accordance with the provisions of OMB Circular No. A- 133 (Revised, June 24, 1997), "Audits of State, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. These audits are due to the cognizant Federal agency no later than 9 months after the end of the grantee's fiscal year.

Records

Financial records, supporting documents, statistical records, and all other records pertinent to a grant shall be retained for a period of at least 3 years after the grant has been closed or until an audit has been conducted that does not show any questionable costs.

 

Program Accomplishments

Past technical assistance efforts have focused on helping the states to conduct threat and needs assessments and develop their Statewide Domestic Preparedness Strategies, training on the use and maintenance of specialize equipment, development of resource materials on domestic preparedness, as well as responding to site-specific technical assistance needs.
