The Naval Postgraduate School (NPS) is interested in receiving proposals for research initiatives that offer potential for advancement and improvement in the NPS core mission of graduate education and research. Readers should note that this is an announcement to declare NPSâ₏™s solicitation in competitive funding of meritorious research initiatives across a spectrum of science and engineering, business, politics and public/foreign policy, operational and information sciences, and interdisciplinary disciplines that are in line with the NPSâ₏™ graduate education and research mission. Applicant Eligibility
1. All responsible sources from U.S. academia, U.S. research institutions, U.S. laboratories outside the Federal Government, U.S. industry, and accredited foreign universities may submit proposals under this BAA. Federally Funded Research & Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards under this BAA. U.S. Government schools of higher education, Navy laboratories and warfare centers as well as other Department of Defense and civilian agency laboratories are also not eligible to receive awards under this BAA and should not directly submit either white papers or full proposals in response to this BAA. If any such organization is interested in research described herein, the organization should contact baa@nps.edu. University Affiliated Research Centers (UARC) are eligible to submit proposals under this BAA unless precluded from doing so by their Department of Defense UARC contract. Some topic areas may cover export-controlled technologies. Research in these areas is limited to â₏œU.S. personsâ₏ as defined in the International Traffic in Arms Regulations (ITAR) -22 CFR §120.1 et seq. There is no limit to the number of proposals an institution can submit to this BAA. 2. Cost sharing or matching is not required. 3. Individuals are not eligible to apply.
