Objectives

To provide revenue sharing payments to local governments to offset tax losses for fee and withdrawn domain lands within the approved acquisition boundaries, using revenues derived from the sale of products from National Wildlife Refuges and other fee acquisition lands administered solely or primarily by the Service including public domain lands. Congress may appropriate funds to cover any shortfall for payment to counties.

Counties may use the funds for any governmental purpose and may pass the funds to lesser units of local government within the county that experience a reduction of real property taxes as a result of the existence of fee and withdrawn domain lands.

Formula and Matching Requirements

Statutory formulas are not applicable to this program.

Matching Requirements: Payments under the Act are made on the basis of: (a) 3/4 of 1 percent of the market value based on the appraised value of the land conducted every 5 years; or (b) 25 percent of the net receipts; or (c) 75 cents per acre. Payment of 25 percent of the net receipts is made to counties for public domain land that was never on the tax rolls.

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
