Objectives
To carry out research, demonstration and program evaluation and monitoring projects of high priority and pre-selected by the Department to improve the operations of the Department's programs.

Uses and Use Restrictions
The majority of PD&R's funds are awarded through competitive procurement solicitations or Interagency Agreements with other Federal Agencies. A limited number of cooperative agreements are awarded to offerors of unsolicited solicited research proposals that meet the strategic objectives of the Department of Housing and Urban Development. An unsolicited proposal is submitted to support an idea, method or approach by a researcher or research organization and it is solely on the proposer's initiative. Funds are not available for to start businesses or business enterprises. Funding of unsolicited proposals is considered a non-competitive action. An unsolicited proposal demonstrates a unique and innovative concept or a unique capability of the submitter, offers a concept or service not otherwise available to the Government and does not resemble the substance of a pending competitive action. All unsolicited proposals and the resulting award of cooperative agreements must include substantial cost sharing on the part of the submitter/awardee. Application and Award Process
Preapplication Coordination
Refer to http://www.huduser.org/About/guidelines_for_unsol_prop.pdf for unsolicited proposals. Contact the Office of Procurement and Contracts for information related to competitive solicitations. This program is excluded from coverage under E.O. 12372.
Application Procedure
Competitive Procurements: Respond to HUD request for proposals issued by HUD's Office of the Chief Procurement Officer. Cooperative Agreements: Unsolicited proposals that are original in concept and meet program as stated above are also considered; however, funds are not set aside for this purpose, and unsolicited proposals must compete with and displace HUD-originated research requirements to be considered for funding. Unsolicited proposals require cost-sharing (proposer bears a share of cost). No fee is allowed. Grants under this program are subject to modified provisions of OMB Circular No. A-110 with more intensive planning and progress reporting. Cost-reimbursement upon approved progress is preferred payment method. Cooperative agreements are governed by special, OMB- approved agreement provisions drawn from A-110 and other sources to meet needs of this program. Allowable costs for these agreements are subject to (as applicable): A-21, A-87, A-122, 24 CFR Part 84 and 85.
Award Procedure
The applicant will negotiate with HUD on the award amount and scope of work of the proposal. The headquarters office closely monitors research performance.

Assistance Considerations
Formula and Matching Requirements
Agreements may be either cost reimbursable or fixed price in nature. Unsolicited proposals resulting in an award are required to be cost shared. Matching funds from a foundation or outside funding source are preferred.
Length and Time Phasing of Assistance
As specified in the contractual agreement. Awards usually will not exceed twelve months.

As specified in agreements.
Audits
Accounts and records of the project are subject to audit by the Federal government at any time. The number of audits depends on the length of the project and the nature of the agreement. Grantees are subject to the audit requirements of OMB Circular A-133.
Records
Full and accurate records must be maintained with respect to all matters covered in the agreement.
Program Accomplishments
There were 11 cooperative agreements awarded in fiscal year 2002. Research and demonstration programs are underway in the following major areas: low-income housing; public housing; the Partnership for Advancing Technology in Housing (PATH) activities to develop new technologies; Government-Sponsored Enterprises' activities; fair housing practices; community and urban economic development; and international activities. Additionally, there are program evaluation and monitoring projects underway.
