Objectives
The mission of the Office of Fossil Energy (FE) Clean Coal Power Initiative (CCPI) Round III Funding Opportunity Announcement is to gain broader carbon capture and storage experience at the commercial-scale by expanding the relevant technolgies, applications, fuels and geologic formations.

Emphasis is on applied research and technology development and commercial demonstration of technology. The restrictions are outlined in the FOA.

Credentials/Documentation
Prior successful experience with current state of the art technologies that will support the next stage Carbon Capture and Storage (CCS) development for coal based power generation technologies at the commercial scale. Pre-application letters are requested, but not required. This program is excluded from coverage under OMB Circular No. A-87.
Application and Award Process
Preapplication Coordination
Preapplication coordination is required. An environmental impact statement is required for this program. An environmental impact assessment is required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure
This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. The applicant should follow the procedures listed in the specific funding opportunity announcement (FOA) posted on the Grants.gov (www.grants.gov) and FedConnect (www.fedconnect.net) websites.
Award Procedure
Decisions to approve are made by the Assistant Secretary for Fossil Energy and negotiations are conducted by the Office of Procurement in DOE and/or the procurement office located in the field.

Post Assistance Requirements
Reports
In addition, a monthly report will be required. A final technical report is due within 90 days after completion of the project. There will be additional reports associated with the Recovery Act requirements and included in the terms and conditions of the award document. Cash reports are not applicable. Progress reports are not applicable. Expenditure reports are not applicable. Performance monitoring is not applicable.
Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
