Objectives
To plan and implement Statewide family literacy initiatives consistent with the purpose of Even Start that coordinate and integrate existing Federal, State, and local literacy resources, including funds available under the Adult Education Act, Head Start, Even Start, and the Family Support Act of 1988.

Funds are used primarily for design, implementation, evaluation, employment, and training of staff at the project level.

Award Procedure
The Department of Education notifies successful applicants of awards. Actual negotiation and awarding of grants is done by the Department's Grants and Contracts Service, in cooperation with the program staff. Assistance Considerations
Formula and Matching Requirements
The State must make available nonfederal contributions in an amount equal to the Federal funds provided under the grant.
Length and Time Phasing of Assistance
Projects are funded for up to 18 months.
Post Assistance Requirements
Reports
Performance reports must be submitted at the end of the grant period.
Audits
In accordance with the Education Department General Administration Regulations (EDGAR) in 34 CFR 80. State and local governments that receive financial assistance of $100,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $100,000 within the State's fiscal year shall have an audit made in accordance with the Appendix to EDGAR, Part 80.

In accordance with the General Education Provisions Act and the Education Department General Administrative Regulations (EDGAR), certain program records must be retained for 3 years.
