Objectives

To help break the cycle of poverty and illiteracy and improve the educational opportunities of low-income families through family literacy programs that integrate early childhood education, adult basic education, and parenting education.

Uses and Use Restrictions

Funds are used for activities such as recruitment and screening of children and parents, design of programs, instruction for children and parents, staff training, support services, evaluation, and coordination with other programs. Indirect costs are not an allowable project cost unless a waiver is obtained from the Secretary of Education.

Eligibility Requirements

Applicant Eligibility

Federally recognized Indian tribes and tribal organizations as defined in the Indian Self-Determination and Education Assistance Act, Section 4, may apply.

Beneficiary Eligibility

Parents eligible for participation under the Adult Education Act, and their children from birth to seven years old will benefit. Families must be in need of Even Start Services, as indicated by a low income level and a low level of adult literacy or English language proficiency, or other need-related indicators.

Application Procedure

This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. Applications from Federally recognized Indian tribes and tribal organizations must be submitted in accordance with the regulations, instructions, and forms included in the grant application package.

Award Procedure

The Department of Education notifies successful applicants of awards. Actual negotiation and awarding of grants is done by the Department's Grant and Contracts Service in cooperation with program staff.

Approximately 60 to 120 days.

Renewals

Grants are for up to 4 years with annual renewals subject to the approval of the Department of Education and the availability of funds. Applicants may reapply at the end of the grant period, but may not receive funds for more than 8 years.

Assistance Considerations

Formula and Matching Requirements

This program has no statutory formula.

Matching Requirements: The Federal share of the cost of a subgrant project is not more than 90 percent in the first year, 80 percent in the second year, 70 percent in the third year, 60 percent in the fourth year, and 50 percent in any subsequent year.

This program does not have MOE requirements.

Reports

Annual performance reports are required. Cash reports are not applicable. Progress reports are not applicable. Expenditure reports are not applicable. Performance monitoring is not applicable.

Audits

This program is excluded from coverage under OMB Circular No. A-133. In accordance with the Education Department General Administration Regulations in 34 CFR 80, State and local Governments that receive financial assistance of $500,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $500,000 within the State's fiscal year shall have an audit made in accordance with the Appendix to Part 80. For this purpose, the term "State" includes any Indian tribe.

Records

In accordance with the Education Department General Administrative Regulations (EDGAR), certain project records must be retained for three years.

Program Accomplishments

Fiscal Year 2008: An estimated 5 grants will be funded in fiscal year 2008. Fiscal Year 2009: Same as Fy 2008. Fiscal Year 2010: The Department does not expect to fund any grants in fiscal year 2010, because the Administration did not request funds for this program.

Fiscal Year 2008: Tribal Projects include the grant to San Pasqual of Mission Indians in Valley Center, California. This project is based on economic self-sufficiency and promoting healthy families including scientifically based resources and parent support.
