Objectives
To enhance public and selected audience knowledge of emergency management practices among State, local and tribal government managers in response to emergencies and disasters. The program currently consists of 32 courses. They include IS-1, Emergency Program Manager; IS-2, Emergency Preparedness, USA; IS-3, Radiological Emergency Management; IS-5, Hazardous Materials: A Citizen's Orientation; IS-7, A Citizen's Guide to Disaster Assistance; IS-8, Building for the Earthquakes of Tomorrow: Complying with Executive Order 12699; IS-15, Special Event Contingency Planning for Public Safety Agencies; IS-120, An Orientation to Community Disaster Exercises; IS-275, Role of the EOC in Community Preparedness Response and Recovery Activities; IS-279, Engineering Principles and Practices for Retrofitting Flood Prone Residential Structures; IS-301, Radiological Emergency Response; IS-330, Refresher Course for Radiological Monitors; IS-195, Basic Incident Command System; IS-010, Animals in Disaster; IS-011, Animals in Disaster: Community Planning Awareness and Preparedness; IS-393, Introduction to Mitigation; IS-346, Orientation to Hazardous Materials for Medical Personnel; IS-9, Managing Floodplain Development through the National Flood Insurance Program; IS-208, State Disaster Management; IS- 271, Anticipating Hazardous Weather and Community Risk; IS-292, Basic Disaster Operations; IS-288, The Role of Volunteer Agencies in Emergency Management; IS-324, Community Hurricane Preparedness; IS-394, Mitigation for Home Owners; IS-513, The Professional in Emergency Management; and IS-534, Emergency Response to Terrorism; IS 12-Acquisition Buyout; IS- 600 Special Considerations for FEMA Public Assistance Projects; IS-630, Introduction to Public Assistance Process; IS-14, New FEMA Employee Orientation; IS-16, Supervisor's Guide to Equal Opportunity Employment; and IS-386, Residential Coastal Construction.

Eligibility Requirements
Applicant Eligibility
Courses IS-1, IS-2, IS-3, IS-5, IS-7, IS-8, IS-9, IS-208, IS-279, IS-301, IS-120, IS-195, IS-010, IS-011, IS-15, IS- 271, IS-275, IS-288, IS-324, IS-346, IS-393, IS-394, IS-513, Q-534, IS- 600 and IS-630 are designed for both the general public and persons who have responsibility in emergency management. IS-330 is an audience- specific course recommended for those who have local government responsibilities that deal with radiological responsibilities. IS 12 Acquisition Buyout has a restricted audience. IS-14, New FEMA Employee Orientation and IS-16, Supervisor's Guide to Equal Opportunity Employment are restricted to FEMA employees only. IS-386 is recommended for those in the building profession or inspectors and planners.

In fiscal year 2001, there were 98,219 enrollments with 94,906 passing scores by the end of the fiscal year. The fiscal year 2002 projected enrollments are 143,640 and 136,586 completions; and the fiscal year 2003 estimate is 143,640 enrollments.
