Disaster Donations Management Program

 

To distribute a web-based technology solution to State governmentsand Private Voluntary Organization (PVOs) s in order to ensure that in the event of a disaster the State has a resource in place that it can rapidly activate to allow the general public including the private sector to make offers of donated goods, volunteer services, and financial contributions to PVOs. The expectation is that the resource will help manage the information of large numbers of offers, and help lessen the flow of donated goods and volunteer servicese into the disaster area, without any coordination.

How may assistance be used?
Program is restricted to government and voluntary/nonprofit agencies described in the announcement/program guidance document. The program will: enable potential donors to offer their donations on line; PVOs to view these offers and if interested in them, to contact the donor; PVOs to express what specific disaster relief resources they may need; the potential donor to donate based on verified operational needs; and the State to oversee the process. It will greatly lessen the number of shipments of goods and services into the disaster area without any prior coordination, -- a potentially serious interference with disaster response operations. The program will enable the â₏œmatchingâ₏ of donated resources and PVO needs, thus adding value to the overall relief efforts. The program will enable government and voluntary agencies to create visibility and establish logistical tracking resources/source locations for donated items, services, and volunteers; and facilitate a match between those resources and needed assistance. Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. These audits are due to the cognizant Federal agency not later than 9 months after the end of the grantees fiscal year.
Records
Grant records include financial and programmatic records, supporting documents, statistical records, and other records of recipient which are required to be maintained by 44 CFR Part 13.42, program regulations or the grant agreement. Grant records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.

Length and Time Phasing of Assistance
Grants are awarded for the total dollar amount, but the release of the funds is on an as needed basis. The initial performance period shall not exceed 12 months. Awards are subject to the Cash Management Improvement Act for payment and/or reimbursement of expenditures. Refer to program guidance for further information.
