Objectives

The Denali Commission is an Innovative Federal and State partnership designed to provide critical utilities and infrastructure throughout Alaska, particularly in distressed communities.

PROJECT GRANTS

Uses and Use Restrictions

Infrastructure or utility needs benefiting Alaskans. HRSA funds for clinics, DOL training funds, Solid Waste funds, TAPL energy funds and RUS, high energy cost funds. Base funds.

Applicant Eligibility

Awards are available to State and local governments, private, public, profit, nonprofit organizations and institutions or individuals eligible in Alaska.

Beneficiary Eligibility

General public, particularly distressed communities.

Credentials/Documentation

Locally prepared comprehensive development plans that are regionally supported. OMB Circular No. A-87 applies to this program.

Preapplication Coordination

Preapplication coordination is required. Environmental impact information is not required for this program. This program is excluded from coverage under E.O. 12372.

No program reports are required. SF270s. Project progress reports due quarterly. Recipient audit confirmations request expenditure reports and SF270s. Project progress reporting.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Fiscal Year 2009: Programs include Government Coordination, Energy (Renewable, bulk fuel, and Rural Power System Upgrades), Health Facilities (Primary Care, Behavioral health, Domestic Violence, and Elder Housing), Transportation (Roads, Docks and Dust Control), Training, Economic Development, Solid Waste, Teacher Housing, and Other Community Facilities (Multi-Use Facilities and Washeterias). Criteria for Selecting Proposals

Projects are judged based on consistency with locally developed and regionally supported infrastructure development plans, long term sustainability, relative impacts on reducing unemployment, raising the standards of living, reducing the cost of utilities, and cost-sharing by others.
