Award Procedure
The Office of Strategy and Communications review and consider all proposals consistent with the statutory authority and NARA policy. Proposals are then presented to the Executive Leadership Team with a recommendation by the Office of Strategy and Communications. The Archivist and the Executive Leadership Team make the final decision with respect to all proposals.

Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records
The nonfederal entity maintains records which fully disclose the amount and disposition of funds transferred pursuant to a cooperative agreement, the total cost of the undertaking, the portion of the cost supplied by other sources, and such other records as will facilitate an effective audit.
