Competitive Training Grants

 

To support eligible organizations in designing, developing, and delivering homeland security preparedness training to first responders and / or citizens. The HSNTP supports objectives delineated in a series of post 9/11 laws, strategy documents, plans, and Homeland Security Presidential Directives (HSPDs), including the National Preparedness Guidelines. The Guidelines are an all-hazards vision regarding the Nationâ₏™s four core preparedness objectives: to prevent, protect against, respond to, and recover from acts of terrorism and / or catastrophic events.

Documentation: Proposals must clearly demonstrate the applicantâ₏™s ability to design, develop, and deliver specialized training of national scope to first responders and / or citizens. Applications must include (among other required documentation) a Program Management Plan, Work Breakdown Structure, Program Narrative, and Detailed Budget. Allowable costs may be determined by reference to OMB Circular No. A-87, â₏œCost Principles for State, Local, and Indian Tribal Governments.â₏ For additional information on allowable costs, refer to program guidance. Applicants may be required to provide verification / certification that a reduction in non-Federal resources occurred for reasons other than the receipt or expected receipt of Federal funds (non-supplanting requirement). Pre-Application Procedure
Preapplication coordination is required. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure
OMB Circular No. A-102 applies to this program. This program is excluded from coverage under OMB Circular No. A-110. FEMA participates in the Administrationâ₏™s e-government initiative. As part of that initiative, all applicants must file their application using the Federal electronic â₏œstorefrontâ₏ portal Grants.gov. Eligible applicants must apply through this portal, accessible on the Internet at http://www.grants.gov. Only applications made through www.grants.gov will be accepted. The on-line application requires (among other documentation), the Standard Forms 424, Project Narrative, and Budget. Award Procedure
FEMA will evaluate and act on applications following the close of the application period, and will work with recipients to review / refine work plans to ensure that program goals and objectives can be effectively accomplished. Notification of award approval will be made electronically via the Grants Management System (GMS). The grant instrument will be a Cooperative Agreement between FEMA and the grantee. Awards are subject to certain administrative, national policy, and cost principle requirements delineated in both 2 CFR and 44 CFR. How may assistance be used?
Uses: For costs associated with designing, developing, and delivering homeland security preparedness training to first responders and / or citizens in States and local / tribal jurisdictions. The Fiscal Year (FY) 2009 CTG programs address a distinct and diverse set of issue areas that primarily fall under the national priorities of: expanding regional collaboration, implementing the National Infrastructure Protection Plan (NIPP), strengthening information sharing and collaboration, strengthening chemical, biological, radiological, nuclear, and explosive (CBRNE) detection, response, and decontamination, and strengthening planning and citizen preparedness.
Restrictions Funds may not be used to replace (supplant) funds that have been appropriated for the same purpose. Construction costs are not allowable under this solicitation. Foreign travel is not allowable under this solicitation unless approved by DHS/FEMA. Pre-award costs are allowable only with the written consent of DHS and such costs must be reflected in the award agreement. DHS grant funds may only be used for the purpose set forth in the grant, and must be consistent with the statutory authority for the award. Grant funds may not be used for matching funds for other federal grants / cooperative agreements, or for lobbying or intervention in federal regulatory or adjudicatory proceedings. What are the requirements after being awarded this opportunity?
Reporting
See program guidance for progress report information. . . This program requires the submission of quarterly Financial Status Reports (FSRs), and a Final FSR. FSRs are due on July 30, October 30, January 30, and April 30. The Final FSR is due 90 days after the end of the performance period. Reporting requirements must be met throughout the life of the Cooperative Agreement. Refer to the program guidance and the special conditions found in the award package for a full explanation of these requirements. Note that the FEMA Payment and Reporting System (PARS) will prevent access to funds if reporting requirements are not met on a timely basis. Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. These audits are due to the cognizant Federal agency, submitted through the Federal Audit Clearinghouse, not later than 9 months after the end of the grantees fiscal year.
Records
Grant records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later. Grant records include financial and program/progress reports, support documents, statistical records, and other documents that support the activity and/or expenditure of the recipient or sub-recipient under the award.

Length and Time Phasing of Assistance
Notification of award approval is made through the electronic Grants Management System (GMS). Once an award has been approved, a notice is sent to the authorized grantee official. The period of performance of this grant is twelve (12) months. Extensions to the period of performance will be considered only through formal requests to FEMA and will only be granted for specific and compelling reasons. Awards are subject to the Cash Management Improvement Act for payment and/or reimbursement of expenditures. Any unobligated funds will be de-obligated at the end of the 90 day close-out period.
