The Bureau of Diplomatic Security (DS) aims to build counterterrorism capacity, enhance bilateral relationships and increase respect for human rights through its Office of Antiterrorism Assistance (ATA) Program, authorized by Congress in 1983 under the Foreign Assistance Act. The purpose of ATA programs is to develop the capacity of key partner nations to combat terrorism, establish security relationships between U.S. and foreign officials to strengthen cooperative antiterrorism efforts, and share modern, humane, and effective antiterrorism techniques.

How may assistance be used?
ATA assesses the training needs, develops the curriculum, and provides the resources to train civilian security and law enforcement personnel from partner nations to enhance their capacity to detect, deter, counter, and investigate terrorist activities. Funding is awarded to support the development, implementation, instruction and / or logistics of ATA domestic training programs which advance partner nations’ antiterrorism capabilities in the following areas: -Protecting national borders; -Protecting critical infrastructure; -Protecting national leadership; -Responding to and resolving terrorist incidents; -Managing critical terrorist incidents having national-level implications.
